In 1984, Knox County applied for a $163,000 Community Development Block Grant (CDBG) to help Clark Mills and sons build a holding facility for wild horses and burros.

In 1989, they again applied for a second CDBG for $358,100 to help start up Milton G. Waldbaum Company in Bloomfield, an egg processor. When these monies were repaid, the money was placed into a Revolving Loan Program to help out future business endeavors. In order to devise a future plan for this revolving loan fund, the County of Knox held a public hearing on August 28th, 1986 (revised July 13, 2000) at which time citizens were asked to participate in the development of a Statement of Purpose and a resulting reuse plan.

To date the program has loaned out more than $1.9 million, helping countless micro-enterprises and entrepreneurs realize their dreams of operating their own businesses.
